BMWK launches call for expressions of interest in the construction of a power-to-liquid demonstration plant in Lusatia

PtX Lab Lausitz is supporting the Federal Ministry for Economic Affairs and Climate Action (Bundesministerium für Wirtschaft und Klimaschutz - BMWK) in the urgently needed market ramp-up of power-to-liquid products.

A pilot plant for eSAF (Sustainable Aviation Fuel) is to be built in Lusatia. Germany has set itself the goal of being completely climate-neutral by 2045. This is a major challenge, especially for aviation. One promising way to achieve climate-neutral air transport is to use synthetic fuels produced from green hydrogen and sustainable carbon in a power-to-liquid (PtL) process. However, there is currently a lack of plants capable of producing sufficient quantities of these fuels.

Lusatia offers the right conditions as a location for such a plant: a high proportion of renewable energies and geographical proximity to companies in the aviation industry in Brandenburg. Lusatia is already a pioneer in the energy transition. The demonstration plant will support the transformation of the coal region into a post-fossil energy region, equip the industrial site for the future and secure jobs.

Michael Kellner, Parliamentary State Secretary to the Federal Minister for Economic Affairs and Climate Protection (BMWK): ‘Lusatia is and will remain an energy region. Now it is important to invest in the right technologies and in the energy sources of the future. The construction of an industrial-scale demonstration plant for the production of such power-to-liquid fuels in Lusatia will contribute to this. It also supports the transformation of Lusatia into a strong energy region after the coal phase-out. This will secure jobs and support the region's status as a pioneer of the energy transition.’

The Investment Act for Coal Mining Regions (Investitionsgesetz Kohleregionen - InvKG) provides for the establishment of a PtX demonstration plant in Lusatia. Against this background, the Federal Ministry for Economic Affairs and Climate Action (BMWK) is today launching an expression of interest procedure to support the market ramp-up of PtL products on an industrial scale. The expression of interest procedure serves to transparently identify potential implementing companies.

  • Interested parties are requested to register with the BMWK by 3 March following publication of the call for expressions of interest.
  • The BMWK intends to provide investment funding (CAPEX) of up to approximately 400 million euros, subject to available budgetary funds and state aid approval by the European Commission.
  • The call for expressions of interest will be open until 14 April 2025. The aim is to issue the funding decision for the construction of the plant in 2026.

PtX Lab Lausitz, a competence centre of the Zukunft – Umwelt – Gesellschaft (ZUG) gGmbH, is supporting the BMWK with the call for expressions of interest and funding process. ‘We are pleased to support the process with our expertise.
