Call for Papers: Policy and Market Dynamics for Sustainable Aviation Fuels

In cooperation with the German Aviation Research Society (GARS), IU International University of Applied Sciences, and airliners.de, the PtX Lab Lausitz is happy to host the second workshop in this series, this year focused on SAF Policy.
The call for papers for the English-language workshop ‘Policy and Market Dynamics for Sustainable Aviation Fuels (SAF): Assessing the Path Ahead’ is now open. The workshop will take place on 16–17 March 2027 in Berlin.
Following the success of the inaugural workshop on the economics of SAFs in March 2026, this year's edition turns the spotlight on the policy dimension. As mandates such as ReFuelEU Aviation move from legislative design into implementation, questions of enforcement, market distortion, competitive fairness, and international policy divergence have become increasingly pressing. This research workshop seeks to explore how SAF policy frameworks are shaping — and being shaped by — market realities, and to examine what adjustments may be needed as these frameworks mature.
Topics
Topics of interest include, but are not limited to:
- The design, implementation and effectiveness of blending targets (e.g. ReFuelEU Aviation)
- Anti-tankering rules and their competitiveness effects on non-EU carriers
- EU State aid frameworks for SAF production and infrastructure
- Industrial policy and investment incentives for SAF
- International policy comparison and regulatory differences (EU, USA, UK, Asia-Pacific)
- Carbon leakage and distortions of competition resulting from asymmetric SAF policies
- The 2027 ReFuelEU review clause: open questions and reform options
- Book and Claim chain of custody as a policy and market enabler
- Carbon pricing, subsidies, contracts for difference and de-risking mechanisms for SAF producers
- Distributional and competitive effects of SAF policy on airlines, airports, and regions
Call for Papers
Please send an abstract (approx. 300 words) and a brief CV to Mr Tolga Ülkü by 31 December 2026: tolga.uelkue@iu.org
Accepted abstracts are planned to be published in a Book of Abstracts. Authors who do not wish their abstract to be included are kindly asked to indicate this when submitting. Authors will be notified of acceptance decisions in due course.
