Call for Papers: Policy and Market Dynamics for Sustainable Aviation Fuels

The PtX Lab Lausitz is organising the second workshop in collaboration with the German Aviation Research Society e. V. (GARS), IU International University of Applied Sciences and airliners.de. The focus is on SAF policy.

The call for papers for the English-language workshop ‘Policy and Market Dynamics for Sustainable Aviation Fuels (SAF): Assessing the Path Ahead’ is now open. The workshop will take place on 16–17 March 2027 in Berlin.

Following the great success of the first workshop on the economic viability of SAF in March 2026, the upcoming event will focus on the policy dimension. As regulations such as ReFuelEU Aviation are now moving from the legislative planning stage to implementation, issues of enforcement, market distortion, fair competition and international policy differences are becoming increasingly pressing.

The forthcoming research workshop aims to examine how the policy framework for SAF shapes market realities – and, conversely, is shaped by them – and to assess what adjustments might be necessary as this framework matures.

Topics

Topics include, amongst others:

  • The design, implementation and effectiveness of blending targets (e.g. ReFuelEU Aviation)
  • Regulations against ‘tankering’ and their impact on the competitiveness of non-EU airlines
  • EU framework conditions for state aid for SAF production and infrastructure
  • Industrial policy and investment incentives for SAF
  • International policy comparison and regulatory differences (EU, USA, UK, Asia-Pacific)
  • Carbon leakage and distortions of competition resulting from asymmetric SAF policies
  • The ReFuelEU review clause for 2027: outstanding issues and reform options
  • The ‘book and claim’ supply chain as a political and market-promoting factor
  • CO₂ pricing, subsidies, contracts for difference and risk mitigation mechanisms for SAF producers
  • Distributional and competitive effects of SAF policy on airlines, airports and regions

Call for Papers

Please send an abstract (approx. 300 words) and a brief CV to Mr Tolga Ülkü by 31 December 2026: tolga.uelkue@iu.org

Accepted abstracts are to be published in a proceedings volume. Authors who do not wish their abstract to be included are asked to state this at the time of submission.

It is planned to publish the abstracts of the accepted papers in an abstract volume. When submitting their papers, authors are asked to indicate whether they consent to the publication of their abstract in the abstract volume.

Authors will be informed of the acceptance decisions in due course.
