Policy and Market Dynamics for Sustainable Aviation Fuels

Blending targets have been agreed — implementation is only just beginning. A workshop will examine how the policy framework shapes the SAF market and where adjustments are needed.

Following the first workshop on the economic viability of SAF, held in Cottbus in March 2026, the PtX Lab Lausitz is now turning its attention to the policy dimension. Regulations such as ReFuelEU Aviation are moving from the legislative planning stage into implementation.

At the workshop ‘Policy and Market Dynamics for Sustainable Aviation Fuels (SAF): Assessing the Path Ahead’, taking place on 16–17 March 2027 in Berlin, issues of enforcement, market distortion and fair competition will take centre stage — complemented by an examination of regulatory differences between the EU, the US, the UK and the Asia-Pacific region.

2027 will also see a review of the implementation of the ReFuelEU Aviation Regulation, which will assess, amongst other things, market developments, competitive conditions and the need for further action.

Analyses by the PtX Lab Lausitz also demonstrate how closely supply, demand and investment certainty are interlinked in the eSAF market ramp-up, and highlight the importance of coordinated support mechanisms for successful market development.

Submit Proposals on the Selected Topics

This English-language research workshop will examine how policy frameworks and market realities influence one another — and what adjustments will be necessary as these frameworks mature.

Topics to be covered include: the design and effectiveness of blending quotas, anti-tankering regulations and their impact on non-EU airlines, the EU state aid framework for SAF production and infrastructure, carbon leakage, book-and-claim supply chains, CO₂ pricing, and risk mitigation mechanisms such as Contracts for Difference.

Speakers and the agenda are being finalised through the ongoing call for papers and will be announced in due course; abstracts (approx. 300 words) may be submitted until 31 December 2026.

Panels and networking sessions provide opportunities for direct exchange with decision-makers from industry, politics, public administration and academia.
